As early medieval as possible, Scot preferred, Highlander in kilt if available.

Reaper makes a piper, though, he stands a bit taller than 28mm (close to 35mm to the top of his head- measuring one of my copies of the figure):

If you want something medieval then you definitely want the claymore guy. he's perfectly suitable for any time back to at least 1000 AD. Medieval highland kilts are bit like medieval highland unicorns.

The rest of their stuff is lovely too. They have a range marketed for Otterburn, but the rank and file spearmen and archers are great for Scots and English armies throughout the wars of independence, English wars in France, Low Countries pike men and loads of other things as well no doubt.

Maybe not of much use for Scots, but Foundry makes a nice 15th century Swiss bagpiper.
