Every battlefield (well pretty much) needs some hedges. I knocked these together using rubberized horsehair on bits of MDF.
Here's the starting material:

A great tutorial many thanks for sharing. The rubberised horsehair is neat idea to create hedges.

It looks to mainly be an Upholstery item, so you might just try contacting Upholstery shops in your area and see if they can sell you some.

A search for "rubberized hair" finds all kinds of padding and upholstery supplies.

For similar usable products, try looking at furnace/a-c filter material and green cleaning sponges. Both can be found at the various DIY stores.

If you contact upholstery places, make sure to mention you're after small pieces -- offcuts will be fine.

I got loads from a local furniture-restorers because it was material he was going to have to bin otherwise. It comes in sheets several feet on a side and users will typically cut out a couple of "seat" shapes and then can't fit anything else on it and it gets dumped.

Whereas even an oddly-shaped square foot is loads for making hedges…
