The question is could some 10mm figures work for young adult or children for 15mm gaming, for Zombie games, sci-fi colonist and so forth

I would say so. most rules use the save movment and firing ranges for 10mm and 15mm castings. Often the question some have is the mounting. I use the same mounting for both scales. In fact with some manufacturers the casting bases of both scales are very close in size.

If you can find unarmed or easily disarmed figures, they should work fine.

remember that guns, helmets, etc are almost always the same size regardless of who is carrying them.
