I made some very simple roads for may WFB games (and other periods.

Made by cuting dead cheap floor tiles into strips.

Did you back the tiles with anything? If so, what? If not, what did you do about the sticky side?

I didn't back them.
I just left the backing paper that covers the stickiness in place.

You could apply the sticky to a piece of felt. That would be flexible and non-slip.

For a little more work, you could use some of the fake snakeskin that a lot of fabric stores have and paint it.

Textured wallpaper would need painting but has more variation available.
And regular vinyl off a roll which over here in the UK has no sticky backing but a slightly rough paintable texture.
You could do tarmac one side and cobbled the other.
I have some vinyl which has 1" squares which is handy for rpg like DnD
