I think that's mostly a single layer stain over a white undercoat.
The horses are the best part imo.
Good use of subtle colour on the belly.
Probably finished with a white overbrush.

They do look nice. They look like early to mid 90s painting style, with the mushrooms and such like. |

It is an elven chariot, it will heroically leap over the rocks without much of a bother. |
