Here is a rough & ready translation of the Russian text on the site linked in Tango)1's original message. It is based on google but I have a little Russian and did double check some of the specific passages just to be sure. The site owner is seems to claim there is no copyright (utter nonsense?) yet hopes he does not violate it…confused? I am. He also misses out the 7 from the "Brauer Bogen" title.

From his last sentence, Friend Vassily does expect the material to have been copyrighted originally, but assumes (hopes) this has expired by now. Something akin to "believed to be in the public domain".

Copyright periods do vary between countries, so he may well have acted in good faith.

If someone is aware of the specific, current copyright situation regarding these plates, maybe they could warn him to get in touch with the holders?
