Since they are power armor troops, how tall do they really stand? Could they pass as tiny cousins of these 10mm or so tall Rebel Minis "Sons of Thunder"*?

Power armour halflings: almost perfect, I'd say.

Sure, they are a little chunky for 'human proportioned' classic halflings but… so what!

Stockiness of the build makes me think of space dwarfs. Once you put them on the same height base, they look right about 4' tall.

Definitely aliens. I don't know what their name is, or what they look like if you crack the shells, but I know what the human troopers would call them: "Nutcrackers."

Awesome!

Ok, from what I can deduce then, the Brigade Power Armor guys reach up to the hips of a typical 15mm figure, whereas the Rebel Minis' Sons of Thunder reach the upper abdomen.

I think that's close enough for me!!!

They could be used a special stealth/infiltration unit for the Sons of Thunder, with particular abilities for hiding in the smallest crevices, being easily overlooked by the enemy, or something.
