I saw a great unit of Bretonnian Grail Reliquae using additional figures from the Bretonnian trebuchet crew and the old Mordheim Frenzied mob to add a bit of character to the unit.

Even though they are limited to a unit of 30, I started thinking of what 28mm yeoman, peasants and townsfolk were out there. Since they get the blessing, they make a better tarpit unit that just pure Men-at-Arms

Try the Brugelburg (sp?) range from Lead Adventure. Beautiful minis.

Unarmoured 'Viking' and 'Saxon' figures would fit right in as 'peasant' foot figures, so you may have been limiting yourself in your searches.

For 25's and small 28's, you can just use a thicker base or a bit of a spacer under the figure – the smaller body size just represents 'youths' or the poorer diet compared to the Men at Arms and Nobility.

And, as mentioned recently on another thread, there's the Jacquerie pack in the OG HYW range. It mixes perfectly with the Revolting Peasants range.

Reaper has #02249: Froderick Wilhelm ($4.99) available online.

Everything that Reaper still has available is in their online store, even if it's not available to distributors. As long as it wasn't a licensed line like Exalted, Doom or L5R.

The Ral Partha figures are going to be "true" 25mm and thus smaller than many of the others mentioned, plus they are single pose packs for the most part.
