Based on the picture I would say that is a Chinese fire department. During this period all fire departments were volunteers and worked very hard to out-do the other volunteer fire departments in the area.

I second the fire department. First, they're wearing a 'fireman's shirt' with the buttoned bib. Second, there appears to be a two wheeled fire fighting apparatus in the background, with some type of rigid hose/steam whistle/? or something sticking up between the 2nd and 3rd guy from the left. Additionally, the rightmost gentleman appears to be holdinga fire horn, for issueing (yelling) orders.

I think they are the Chinese/American branch of the Morris Dancers Society. The hose refers to their leggings.

The caption for the first photograph might read "The arrival of 'Windy' Carson in the West. There's plenty of room on top, ladies." evil grin
