or if you want armed trioops on overalls look at PP's SCW range, militia in mono's, i.e. overalls.

could you use GZG"s civilians? Just paint their suits all one color and add a belt to them.

You could try Preiser figures – they do mechanics in all the railway scales, one of them should fit.

15mm.co.uk has goons in coveralls and hard hats
just change the SMGs to tools

CP Models has minions in coveralls
although the alien heads may be an issue for you

but personally I would go with the GZG techs
lots of variety and personality
and definately look the part
