Could be a ‘M99 anti-materiel / sniper rifle (PR China) ‘ as I have read reports of them being seen in Syria.

On a more serious note, when the goodies are handed out, in such situations, do they go to the most competent users or is it based on nepotism and who knows who?

I'm glad it didn't just look like an out of scale weapon to me, and it has certainly made me reconsider my ideas of scale in figures.

I also cannot help but feel a certain pathos that it will likely be used to take another human being's life (the picture is from Syria).

With the cost associated with .50 rounds I doubt they'd generally be used against individuals. They're called anti-materiel rifles for a reason.

Anti Material is only a nice way of saying heavy sniper rifle.

As far as I am aware Barrats were use in Iraq for long range sniping of individuals [outside 7.62mm range] as well as against vehicles etc

Splod, cost is not a problem to people who get the ammo for free. A friend of mine worked in a field hospital during the Balkan wars in the early '90s. He saw kids that had been shot with .50 sniper rifles.
