Looking at this vehicle I would judge it to be a beach recovery vehicle designed to retrieve stuck AFVs that have been stranded underwater.

Judging by the height of the air and exhaust pipes the Soviets were prepared to retrieve units in quite deep water.

It's a mobile oil refinery developed in early 1942 when Stalin was concerned that the Germans were going to capture the Caucasas oil fields.

Or, it could be a deep water recovery vehicle.

guessing from the photo some sort of marine engineering unit (cog and anchor marking?)

But the model and the photo are very different …

The portholes (with very thick glass suggest a use below water) some sort of claustrophobia escape test ?

or testing new periscope equipment, or even some sort of rig for seabed/lakebed clearance?

Underwater engineering support for divers? Tanks for cutting torches and other gasses on the front? The photo of the actual vehicle appears to have more portholes than the model version (including some on the front). Maybe it was used to recover wrecked ships, etc.?

Just guessing, doesn't seem to be anything online.

BTS-4(Bronetankoviy Tyagach Sredniy – Medium Armoured Tractor) – ARV similar to the BTS-2 but equipped with a snorkel. In the West it is known as T-54T. There are many different models, based on theT-44, T-54, T-55 and T-62TS-4
