Will the pieces of paper underneath/in front of the 'Shooty center' count as broken ground, or block line of sight?

Will capturing the enemy's tape measure win the game?

Hi.
Those are not pieces of paper, but felt terrain pieces, apparently specially cut for tournament purposes
