This is 18 pages of 'stating the Bleeped texting obvious' with added modern military jargon.

If the Germans keep their fleet in Brest then the RAF will continue to bomb it, and it will probably be under repair when you want to use it. If you withdraw it to German/Norwegian ports then at least it still exists. Looks like a no-brainer to me, and certainly not worth writing this paper about it.

So do you believe that the emphasis on the tactical has come at the expense of concentrating on the operational level of maritime warfare in regards to today? And that using Cerebus as an example as such holds no input as to what mistakes can be made? Robert

Robert, what I believe is that someone has expanded a concept, that could probably have been put across in a paragraph or two, into 18 pages of repetition and jargon. Thereby justifying their existance. And if current military thinkers need this lesson spelling out to them then they aren't fit to occupy their posts.

And was it a mistake? As I said above, the choice is to have your fleet gradually reduced to scrap by RAF bombing, or to put it in a safer place where you might just get some future use from it?
