I just found a Foundry Giveaway made by Ian Heath. Its a Jingall with a three men crew. Does anybody know where those men are supposed to come from? My guess is Tibet or Nepal.

They were from the Opium war line, I believe.

Definitely Tibetan they were a giveaway with Foundry Book Small Wars and Skirmishes by Edwin Herbert they are illustrated on page 77.

Tibet, namely for the Expedition of 1903/4, though it can certainly be used for a couple of centuries before.

Tibetan, I have two of them (with crew head swaps) painted up for my (mostly Copplestone) Tibetan "Back of Beyond" force.
