Looks like converted Perry: mix of ACW, Carlist Wars, Napoleonic, and Zulu, I think.

Horse teams are Foundry, Perry, Empress.

I'm a loyal follower of his blog. When he's done, Silver Whistle (the painter/scratchbuilder/blogger whose incredible work is displayed above) will have one of if not the single finest set of 28mm Isandlwana armies ever converted, painted, and terrained by a single gamer. Positively awesome.
