Comprehensive in terms of detail? No idea. Blitzkrieg Commander comes with a fairly full set of army lists. |

Deluxe ASL with 6mm figures I would imagine is the most complicated and most draining on ones memory of all the rules. |

Note: since this is asking about complete I'll leave out Victory at Sea, General Quarters and similar games because they all have much higher levels of abstraction. Not that they don't give a good game, they are enjoyable and give reasonable results, but in my opinion their choices for what to leave out, leave me wanting for more in a game. For small to medium naval games: SeeKrieg V. It runs the fine line between simulation and game, managing to stay firmly on the game side of the line. (in my mine as serious as you want it to be while still being a fun game everytime). BTW these same rules cover from the late 1890's thru the end of WWII seamlessly. I've found it just gets too slow for really large actions, more experienced players may argue that point. But the data for the game is incredible (and worth the price alone) , and despite a wealth of charts, you really don't need more than a couple for most actions. Once you've played a couple of times the game flows quite nicely. My choice for up to around 20 ships or so. For small to large naval games: Command at Sea, I don't like the flow if the game as well as SeeKrieg V, but it doesn't seem to bog down as much when you get to fleet actions. Again a wealth of great info makes the game worth the price if you're really into naval gaming. My choice to take up from 20 ships up. |

Face of Battle is extremely comprehensive. I remember Tractics but IMHO Face of Battle has much more detail. I don't play it although I have in the past but I still look through the weapons descriptions etc in the rulebook from time to time. |
