Well… couple of things going on there.

Mari Lwyd *is* the best guess, though if that is it, they are not people under the robes disguised like the wiki entry says is the myth/tradition/custom.

My interpretation is spirits underneath using puppet-like mechanical armatures to move the skeletal head and claws.

Unless those are still-present armatures I'm seeing, and given the completeness of the figures, I don't think they were, "overlooked," they are there on purpose.

The owner called them "hobby horses", but cannot understand why?

I think he's chosen something particularly weird in order to catch the eye of the judges.

Hobby horses refer to a construct which is operated by a person inside as part of a procession.
This is usually a bloke with a horse body attached and a horse head on a stick so he looks a bit like a man riding a horse.

Some are large constructs operated by several people inside them.

So I would guess his hobby horses are intended to be some sort of puppet like device operated by the pink spirit thing inside which you can see underneath them.

As to why he didn't feel the need to explain this, I dunno.
It took me two times reading through to find the thing at the bottom which seems to indicate it's an Empire army.
