Can anyone tell me which, if any, manufacturer makes a 28mm Cappadocian noble cavalry figure?

SHQ have some Cappodician heavy cavalry in their Persian range, haven't bought any figures from them yet so don't know anything about quality/size etc

SHQ these were Newline Designs.

These figures are nice, but I don't care for their horses and how the rider perches on top as much as the riders. However these look nice on Old Glory half armored horses. I basically recreated the Kappadokians from my old Naismith 25mm figures mounted on Hinchliffe horse.

The dude in front and the standard bearer are Newline (SHQ) Heavy Persians. You will find the same armor on the SHQ Kappadokians but with the folded up cap (above). You can see the horse issues here.. they are ok… but I did a lot of grinding to get them to sit right.
