Didn't they show something similar in Tim Burton's Planet of the Apes (2001) when the general eliminates a couple of witnesses to the ship crash landing?

I am not sure, but I think it's a form of Indian martial arts weapon. Sorry to not be of more help but that should give you a direction to look in.

If I recall correctly, they're called Kataras.

They had them in some old RPG we played when I was a kid – can't remember the game, but I remember having those "punching daggers."

It looks like a variant of Katar. According to the "Palladium book of Exotic Weapons" by M Balent it was used in India.

The Katar historically has some variation, from the simple punch dagger:

A lot of Tunnels & Trolls art is by Liz Danforth. T&T is where I first recall encountering the Katar, too.
