Does anyone knows the uniform worn by the moldavian hussar 'khorugvs' ("banner" or "squadron") or serbian hussar regiment of 1723 of the Russian Army? I can't find any information about the dress of those early russian hussars…

No details are known of these early Russian hussars.

Dress similar to those in Austrian service.

Another thing, would the moldavian hussar 'khorugvs' have worn traditional dress, since they were still organized as russian traditional troops, or would they have wore "regular" hussar uniforms (like the austrian hussars)?

I personally would suggest the traditional dress. The 1720s are a period of considerable reform, and the regulars would get main priority, so provincial units like this, and probably border forces too, would be last or next to last in getting any official kit.
