Does anyone have an idea about the appearance of the above mentioned soldiers?

Also is there any 28mm German bodygaurd units?

This is what I'd do:
For the Urban Cohorts: Foundry makes Late Republican legionnaires in no armor, but with scutums and helmets.

For the "German Bodyguard" Just use Praetorians, but paint any hair blond.

The urban cohorts of Rome under the Principate seem to have been equipped as Late Republic troops, as the equipment had the cachet of tradition, including the mail lorica with shoulder reinforcements. The German cavalry likely looked like the best alares, but blonder.

I just use wild armoured german cavalry from first corps, red and blonde hair types.

Urban cohorts I use normal first corps late republicans in lorica hamata but with off white or light blue/grey tunics rather than red.
