Has anyone tried using decals intended for 15mm vehicles on 28mm minis (chest, helmet, shoulder pad, etc…)?

Yes, British ww2 vehicle weight class numbers or division symbols on scifi shoulder pads.

It is funny you say that, I've just ordered a load of WWII tank markings in 15mm scale to do exactly the same.

I've also ordered a bunch of 1/600 and 1/300 aircraft decals for the same reason.

I would say that a sheet of decals is about £2.00 GBP if you go to the right place and £2.00 GBP isn't a lot to pay for an experiment :)

I always use under sized decals 'cos they fit better in between all the lugs/bumps/folds on the models……
check out Dom's Decals for lots of tiny badges/insignia….

I use smaller scale decals on bigger size models all the time. A decal is a decal btw, so it doesn't matter where you stick it, does it? And I too use loads of Doms (excellent) Decals

I gather our 15mm US and UK flags are quite popular with 28mm gamers as shoulder patches:
