I've started a Pulp/Horror/Cthulhu style game terrain piece and I am trying some techniques which are new for me. I want to create an 'eldritch glow' style effect coming off the cultist symbol on the stones.

Its coming along well, but I'm a bit stuck on how to make it 'pop' just right (and not just look very mossy!) before I do the final flocking etc. Any suggestions welcomed.

I think it looks fine as-is. If you want more "pop," though, maybe try a little final highlighting in a fluorescent green, yellow, or even blue: link

Put old dried blood on one of the lower steps (if you had not already painted the elder sign I would have suggested you put it on the top step with the elder sign painted over it).

Well there are techniques for painting in light effects but I think you nailed it the first time. Better is the enemy of good enough and all that. Add some flock ro the brownish base and use it! Enviable work there.
