Are there any rules where a player commands a regiment only? So scale might be 1:5?

Lots

We have used Brother versus Brother with 1 figure per 10 real troops

Sharp Practice works well for this.

Not Sharp Practice alone but Terrible Sharp Sword. Fabulous representation of ACW combat with no more than a compny per side. Far better than Brother Against Brother (although that can be fun, too).

Yes, my mistake. Terrible Sharp Sword. It's been a while since I read the rules, but aren't there examples of playing with a regiment per side?

We use our own variant of TSR which we feel works really well.

We are doing Gettysburg day 2 in Scarborough in June at 1-10 but they could be 1-5 with a tweak.

Just making some slight changes but if you'd like a copy just email me on martinkboogie@yahoo.co.uk.

"…better than Brother Against Brother"? Not a chance!

Actually, there are plenty of more "accurate" and detailed games out there, but I feel that BAB has the great advantage of being a very easy-to-learn system that is one of the best for convention play and introducing people (young or old) to miniature gaming.

I've had a personal project that I've been working on, off-and-on (mostly off) for years that would have each player take the role of a battalion/regimental commander. I think I might actually put something out this year, with the help of a friend.

Regimental Fire & Fury.

Regimental Fire & Fury.

I think you'll find the OP wants each player to command a regiment, not the smallest unit to be a regiment.

Just do BP or Regimental F&F with 3mm O8 figs! Then you can do 1:1….

I have been playing Regimental Fire and Fury. I am currently planning on giving "Severed Union" by Gordon &Hague a try. Look pretty good and a bit on the lighter side. Best part is they are free. ;)

From "Severed Union" by Gordon &Hague:
"Infantry soldiers are formed into Units also called "battalions"."

The term "battalion" was not used much in the ACW, but in any case this is not what the OP asked for:

a player commands a regiment only

- unless you have each player command a single unit?

The term "battalion" was, in fact, widely used, but to describe the occational formation smaller than a regiment, or in reference to two or more sub-formations (composed of multiple designated companies) within a single regiment.

It was also the term used when referring to higher level unit drill.

If you planned a game system where players were to command a Regiment, each would be controlling 1 or more battalions; within each of them their subordinate companies. Essentially, maneuver elements would be each company, though most often they would all be together in a single formation doing the same thing, facing the same way, etc.
