For Grand-Tactical level games such as Snappy Nappy, Grande Armee or Volley & Bayonet, how much of an impediment to movement should watercourses such as Ligny Brook or the river at Wavre be for infantry?

It posed quite an obstacle to the french, so I would treat it that way!

Artillery may not cross except at bridge or ford, Formed Infantry and Cavalry can cross but become disordered. May not rally from disorder until totally clear of the stream. Battalion Guns are lost on crossing. As Rich says: Marshy banked stream in V&B

If you want to make it a greater obstacle you could add a half movement penalty on entering the stream as well.
