It has to be the same guy both mounted and dismounted versions (same gear and equipment)
My head is swimming looking at all the tiny pictures on different sites. It should also match Warlord and Perry sculpts

The only mounted and dismounted ones I have seen are Wargames Foundry: link link Redoubt and West Wind both do foot-only witchfinders. |

Okay, seriously, some of the best out there are from the defunct Confrontation metals line and the Griffin faction. If you can track down any of those, I think they would fit the bill nicely. There were several in the line. Here is one:

I did see them
while I usually like the older Foundry sculpts these are "iffy" at best and not very tough looking

Have you looked at the GW Mordheim: Highway Man? Mounted and dismounted, big coat/cloak. He has a scarf over his lower face, but this is not out of place. |

Yes Brigade has 3 pilgrim/puritan packs in their King Philips War line. link Black Army Productions also has a puritan witch hunter on foot in their Champions of History range, but it doesn't look like it would take much effort to convert in to a rider.
