If you want an operational game to set up tactical miniatures battles, you might look at my free Leyte Gulf Naval Chess Game boardgame via my LCoat.tripod.com webpage. It was republished in the Japanese language Game Journal No. 11, but that's not free. :-)

I can remember sitting around for 2(?) hours in the Portland OR National Guard armory during a convention, waiting for the British and Germans to find each other in a Bismarck scenario … and then the tactical system was even slower, realtime-wise … and decided there had to be a better way … so I designed my own Naval Action rules. :-)
