I am modeling a railroad for one on my 15mm Fireball Forward scenarios. Which railroad scale is closest to 15mm? Is it HO scale?

Pretty much, if only because slightly bigger looks a lot better than slightly smaller.

I think it depends. If you are skirmish gaming then HO works well. However, if you are using figs mounted several on a base smaller buildings look fine.

I believe it is actually TT. This is billed as 1/100 scale which equates to 15mm. It is more commonly found in Europe than the states, though.

Many so called "15mm figures" are nearer 18mm these days (did someone say scale creep?) so more like 1/87 than 1/100.

I find that 15mm figures mounted on bases (a la FOW) work fine with HO scale vehicles and buildings.

I've bought aircraft from him and he's great to deal with.

At present for my company level games I'm using n scale track and 10-12mm buildings with 15mm vehicles and figs. I got the idea from friends who game ACW and Napoleonics with smaller buildings representing towns etc. But for skirmish I'd use the TT or HO scales as others have suggested.
