Great War and Brigade Models both make 28mm early war Belgians.

There's another fairly new one as well that makes 28mm belgians for 1914 (not Great War or Brigade Models). I can't remember the name though and have had no luck with searches but the minis themselves looked quite good.

Does anyone know the ones I mean?

Scarab Miniatures sell them but I am not sure that they are not Great war Miniatures apart form the Minerva armoured car. Both the GWM & BM ranges are very nice & mix well fort size though each has their own style.

I'm guessing that you are thinking of Ebor Miniatures. They are in Yorkshire and were mentioned in last month's issue of Wargames Illustrated. I am assuming they are 28mm.
