Not sure how I missed this thread, but my pick would be CRIMEFIGHTERS, by David ("Zeb") Cook, published in Dragon #47.
Terrific little skill system based on percentiles, it was my introduction to the possibilities of gaming the Pulp classics, especially characters like The Shadow and Doc Savage. Great artwork by Jeff Dee and an uncredited Bill Willingham. This one deserves to be revived and updated.

Crimefighters, how can I forget that one. A friend based several campaigns using that system = his house rules. I even ran a Highlander game with my own house rules (I hadn't gotten the Legacy game yet).

Not one with a pile of things, but there was the Lost World: Jurassic Park RPG…most of the book was for replaying the movie with bits from the first, but the setup was rather interesting and it did have rules to do a whole lot more….tends to be around $225 USD for a used copy of the book now…
