FOW is the only 15mm rules set I have used recently so I am looking for other suggestions for this category.

If you enjoy WW2 gaming, and want a ready pool of opponents then you're pretty much playing the right game. Despite the moans and groans of many, the game in itself is perfectly fine and gives IMHO a historically plausible result, though it takes some shortcuts and makes some abstractions that speed up and simplify the game play (some folks don't like that).

Blitzkrieg Commander is also a very good game with great rules mechanics, but it's at the battalion and higher level. Makes just as many shortcuts and abstrations, but gets lots less grief from grognards than FoW.

BKC II is OK if you keep the troop density down.

We use Rules of Engagement with our 15mm (small unit game). I know the author's cringe when I say this but we do pretty big games with ROE (you need to use orders counters to keep track of everything if you use a lot of units).

We used Command Decision link to good effect but I haven't played it in over a decade … No reason, just prefer Horse & Musket games …

Umm… my concern is that this kind of poll is sure to spark up some rather heated arguments, especially between the "Pro-FOW" and "Anti-FOW" camps.

"Best" is way too subjective a term, and can mean totally different things to different people.

I'm guessing the OP is refering to games at the same level as FOW. 1 soldier = 1 soldier. At that scale, I think Crossfire, IABSM, and any 1 to 1 microarmor rules would work well.

In my opinion the best is "I Ain't Been Shot Mum". That opinion and a couple of bucks will get you a decent cup of coffee.

I have played FoW a lot, and have dabbled once or twice in one or two others.
I like what I play, recognize and rationalize its flaws. I don't really feel like devoting a whole lot of time to "other" rules, but I will play them under guidance.

I suspect that most other gamers are in the same boat, even with different rules.

"Best" is TOTALLY subjective.

My personal favorite for a company-level game is I Ain't Been Shot Mum by TFL. Of course, YMMV.

I've played the following: Flames of War, Crossfire, and Poor Bloody Infantry (Peter Pig). I assume you want to use the figures as they are based.

Flames of War plays a good game, but I thought it always played better at the lower point values. Sure you get more toys and weird combinations at the higher point levels, but IMO it plays better at 750 points. Played it a dozen times; liked the results, but visually it can look out of scale.

Crossfire can use FoW basing, but there are some areas where you and the other gamers have to come to an agreement (like LOS rules). Played it twice; liked the concepts but the execution felt like some rules was missing and left for local interpretation.

Poor Bloody Infantry can use FoW basing, but you have to do some bookkeeping as PBI separates the Rifles from the LMGs and FoW does not. Only played a small test scenario, but it has promise, so is the one I am currently pursuing to get my FoW troops back into action.

As was mentioned previously, if you want gaming opportunities with others, FoW is probably the way to go, due to its popularity. Some localities will be exceptions, of course.

I personally like Poor Bloody Infantry but the chessboard style might not appeal to everyone but I enjoy his rules.

The scale thing confuses me. I play BKCII in 15mm but it would not be consider the same "level" as FoW. I base my BKCII figs using FoW bases and conventions, and play each base is a squad. As far as 1:1 level games, I play ROE in 1/72, but again that would not be considered a peer of FoW.

I have played FOW with 15mm figures and Battleground and Arc of Fire with 25/28mm figures but I wouldnt do it the other way around.
