I recall reading about at least one small "print on demand" publisher out there, having a department for publishing small rules sets.
Anyone have any closer information here ? |

I use lulu.com, using it is easy - can manage your own publiciations online with no email trails, get ISBNs if you want it (geared towards typical books so infrastructure is there). Prints come out nicely and also have the option to sell as a download. Items can be 'rated' and reviewed.
