Interesting question.Have not done this type of terrain before.To make it I would make basic shape out of polystyrene, then heat with a hot gun (not too close though) and finally coat with goop.
A game board with lots of these sections would be very striking.

EDIT stumbled on this ready made .not that close but also not bad

I had this idea for my Goblin Orc wars. The terrain would be modeled after Crematoria, of the Chronoicles of Riddick fame:

High density styrofoam, with small sections carved into "tors" or as fingers protruding skywards and these placed at the top of some rugged hills.

Not mine, but I did something similar following directions from either White Dwarf or Black Gobbo, back in the day.

Insulation foam sheets, heated with a heat gun. The foam collapses into these wonderful web-looking textures, easy to drybrush and bring out the detail.

That was my thought initially but, for gaming, would it be strong enough?

If there was a way to sharpen the tips on bark chunks, this effect might be possible, don't you think?

Actually, it's not that hard to build something like that.

I've got a few I'd done a while back.

Started with the plastic yard spikes and built off of them.

Bark chunks isn't that useful as it tends to crumble.
