Hello all, I am looking for a good set of generic fantasy campaign rules that will allow for resource management, territory expansion, building, etc. I am hoping to start a campaign where players will be able to create their own empires from the ground up, deciding on their race, troop types etc. The campaign system doesn't need to have troop constructions built in as that is moreo f an element of the wargame being used to fight the battles, but it would be nice to have a campaign system that will handle political, economic, and strategic elements. A wargames club in the UK, Gobstyks, has a pretty detailed system. They developed it for 40K and modified it for WHFB but doubtless you can modify it for whatever game system you'll use for the battles. The main feature I found interesting is players can fight as mercenary generals, so an absent player or one who has too many battles to cover can have the slack taken up by other players who have the time. Anyway, don't have time to look for the link to the rules, google it yourself or I will try and post it later. |

Dated though they may be, Don Featherstone's campaign rules in "War Games" are simple enough framework and leave a lot of room for customization in-period. |
