As with anything by Phil Barker, don't knock 'em until you've tried them.
He has certainly given more to figures gaming than anyone else around.
When it comes to naval, DBSA are a great set that caused us in HK to buy or build 300 1:1200 ships!

I think that Subs & Sams doesn't quite cut it, but it still has lots of good ideas. I make no bones about borrowing some of them for my rules.
I'm biased anyway. I'm the one who suggested using metal pizza trays for the Task Forces. Phil said it would never have occurred to him because he doesn't eat cheese!
Cheers,

"Ideally, the size of table and models should so correspond that a model ship at the centre of the table subtends the same angle to the players eye as the image in binoculars of the real ship at combat range."

Ok, initial approach range to a Carrier is about 30,000 yards. At that distance, 1 milliradian is 30 yards. Nimitz-class is roughly 330 yards long, so that's 11 mills subtended angle. A 1/2400 Nimitz is roughly 5" long, so the initial range to a carrier should be 550 inches on the gym floor. Even if you're assuming 7x50mm binoculars, that's still 78" away.

Do I really want to play a game that requires a 12-foot-square table?
