Would be possible to play X-Com with 15 mm figures? That is, are there proxies of mutons, snakemen, greys, chrysalids, etc in 15 mm?

yes..please do so and share your experinces…rules used..action points, overwatch ,aimed shot,snapshot,burst, kneeling, prone….and construct some nice 3d ships…Ive been dreaming of this for years-just waiting for someone else to do all the work for me…especially interested in your choice of rules. I was thinking of a combination of Battletroops(battletech)-for armor, wounds ,and damage location assesment;snapshot(traveller) ;using a card-unit activation system(nicked from optional FAD4 rules)-where each model is assigned a specific card for the game-then the mini deck is shuffled easch turn, so no one knows whose activation is next. overwatch counters a necessity. I have the old walkthrough guides for deckplans….good luck
I think I recently saw some snakemen, would krusties work for chrysalids..or better yet space demons for chrysallids
mutons could be certain herofigs painted green, ethereals-ghoulani

The Snakemen must be Critical Mass Hiss mercenary troops. Only 4 available but some conversion potential. I'm looking forward to getting some of these. I seem to remember a link to some X-Com miniatures rules thriough the wiki article.

Never tired X-Com but FAD, Ambush Alley or 5150 should give you a good grounding.

Ships could be paper I love the range from Fat Dragon (Titan Scout for example) or Future Armada (The Exeter) at little cost.

Figures may give you more of an issue unless you are OK with proxies – look at GZG / Rebel / 15mm.co.uk for many options.

Mutons – are there any blanks/dollies of well muscled men in 15mm (or < 20mm)? They always reminded me of sexless humanoids on steroids with little to no facial features.

Tons of greys options, not too many with the oversized head imo, in 25-18mm GZG has some that look the closest to me (I forget the name/link). As long as you go for the "inspired by X-COM" look you should be OK.

CMG snakemen look like inspired by X-COM snakemen, but then again, any snakeman with a gun would remind me of that.

Trying to figure out the chysalid thing too, in 28mm I woukd use Eureka's reservoir bugs for infected. Maybe a GW Epic Tyranid tank-like monster (I forget the name) might work too.

I came up with a system for XCOMesque games where you had two stats for firing- one for skill, one for weapon. To shoot you modded each skill up of down according to circumstance, then threw a d10 against each, or you could multiply the final factors together to give a %.

I went to gameboard geeks and It's no longer available, does anyone know where else in can be had or downloaded? I did find this you have to scroll down to the bottom, link I'm not familiar with this rule system of savage world. any advice?
