I am thinking about buying some of the Quebec series(French and Indian War) of John Jenkins 54mm and wanted to know if there was a game where I could give each player a unit to command (of about a dozen or so figures). There would have to be enough detail for the one unit to be enough for a player. Any fit the bill?

WRG's Fire and Steel skirmish set meets you needs; 8 figure units. You can play with as many of these small units as you see fit.
Rules for natives armed with bow and spear, reloading phase, rested muskets, aimed fire bonus etc. plays nice and is cheap to own.

I've never played the skirmish scale, but Habitants & Highlanders has it with 12 figures to a 'company' of 1 officer, 2 NCOs and 9 men. It also includes some scenarios for the scale (as well as for the 'battle scale' at battalion level). It includes maps, historical background and painting information as well.

How many players? I've run Sharpe Practice in that mode for 10-17 players, though there are issues: units can quickly accumulate enough shock points to effectively disable them for a large part of the game.

If you are only talking about a couple of players, then you could consider Ganesha Games' "Song of Drums and Shakos"; or, indeed, Chain Reation from THW.
