I haven't seen anything about THW's "Colonial Lemuria" (an expansion of their Colonial Adventures rule set).

Who has looked it over and what do you think?

I own it and feel it is a good sourcebook/setting for a CA campaign, but you have to understand that it truly is a sourcebook, not a complete rulebook. Lemuria provides a map and general description of the continent including it's inhabitants (many of which have historical counterparts from the neighboring asian/african countries), army lists for the regions and current state of relations between them, plus it includes a few odd creatures unique to the continent. There are also some general rules for steam driven conveyances and my copy included a copy of Colonial Steam Punks (which I think is a free supplement) which deals with expanded rules for these contraptions and combat. Being a general description, it isn't so restrictive that you can't add your own details to fit your view. The setting is general enough it can serve as a basis for CA or Larger than Life pulp campaigns.

How useful would it be for using another rule set (such as TSATF or GASLIGHT)?

I have the supplement and am very pleased with it. As GASLIGHT is my rule set of choice I plan on using it for a campaign. As Tima113 said, it is a great source book and well work with any rule system you wish.

Yep. Pretty generic and as noted by cybrt54 the included rules for Lemurian fauna are easily transferable to other systems (if not already covered by them). For GASLIGHT you wouldn't really need the Lemuria vehicle rules and you can easily come up with GASLIGHT stats for the Lemurian creatures.
