I am looking to base 28mm zombies on 25mm round bases. What companies make the best 25mm round bases with street, sidewalk and generally urban feel to them (premade textured bases)?

Cold War Miniatures Zombies come on textured bases. When I ordered the line of figs I got them without the bases, maybe he will ship you just the bases.

They also have some nice industrial/tech bases.

Also RAFM makes bases that look like city manhole covers.
