Say I roll one red D6 and one white. I read them as a tens digit and a ones digit. The chance of any given result, i.e., 21 or 35 or 56, is 2.7% (1 in 36) correct?

The chance of rolling 99 is very slim. I wouldn't even wish for it. The dice have to fall JUST right. ;-)

For all dice the chance of a specific combination is
1 in s^d
Where S= number of sides
d= number of dice

If you can't tell which dice is which, so 1,2 is as valid as 2,1 the
!d:s^d
