It seems alittle dead for something that has a complete world waiting to play in..?

BFE:Modern is pretty good for skirmish.

I don't know about it being too quiet, considering. Modern skirmishes seem to consist of driving around until you get blown up – then withdrawing while leaving a different group of thugs who hate you in charge.
