Were their armed civilians defending themselves/ or forming ad-hoc units similar to the Boxer rebellion? And good 28mm figs to represent them?

One of Doyle's Sherlock Holmes stories--maybe The Sign of the Four--has a civilian being given a gun and set to guard a gate along with several natives. My impression is that civilians were pressed into service on the defensive, but on the offensive the Army (and Navy) did the fighting.

Foundry used to sell some civilians for the Mutiny. I would also look at Old Glory Civil War civilians or their wagon train settlers set. Scruffy Confederates might also be useful.

Most of the male civilians in India were ex-army types, settled down with native wives or now in civilian jobs with the Company. Thus if they were to take to fighting, they would have a military look. I was looking at some pained Foundry officers who look very civilian

Some head changes could add variety. These are true 25mm, but go well with OG, Mini-Fig, and Dixon figures for the Indian War of Independence. Other civilians could be drawn from the Foundry Darkest Africa range of Euro types, with conversions.

You could make a company or so with all of these.

There's a great description of a unit of mounted civilian irregulars in Flashman and the Great Game. IIRC, they were led by a magistrate and summarily executed any mutineers (and Indian civilians who just happened to be in the wrong place at the wrong time) they could lay their hands on. Like all of Fraser's work, I imagine this was based on research. There was an important contribution made by civilians during the first siege of Lucknow. There are illustrations of them sitting in tunnels during the counter-mining operations, dressed in boots, white trousers and shirt with a pugaree wound around their heads, holding pistols, waiting for the mutineers to break through. I imagine most men under arms, soldiers and civilians dressed that way during the Hot Weather.
