Given that most Rule-Sets abstract ground scale for their scenario's what would the "real" scale be for 28mm figures? If there is a link for this please post.

Assuming about 1/50th scale, for convenience, one foot = 50 feet; 6 feet = 100 yards.

So basically one mile would equal approximately 17 six foot long tables end to end (@1760 yards=1mi)?

Various scale vehicles are used with 28mm. Some typical scales are 1:60, 1:56, 1:50, and 1:48.

In other words, 1" = 4' to 5'.
