That is, is the peg on the head, and the slot on the chest piece?

One of the minor annoyances of converting figures is cavalry. Some cast the saddle on the horse, some on the rider. Can't mix them!

Can we have our sculptors of 28mm plastic figures all agree to cast their heads and torsos ths same, so we can have zombie hussars if they should prove necessary? Or, Gauls with busbies?
Roman cavalry with pith helmet or Glengarry?
Numidians with Mirleton?

You'll force the companies to adhere to ISO DIN 16901 which means they'll have to stay within a few percent of 28mm size as well then?

What's the point of being a Czar if you can't force ISO down their throats?

Actually, all ISO does is require that they have wrtten records. Compliance is another thing altogether. Much like the state of 28mm as it exists now. grin

Wouldn't the GW solution of using "ball and socket" joints be better? You can swivel the head around easily before fixing it.

Actually, EU directive No. 1211432389.B, which is currently being worked out in the European Commission, will regulate this exact matter, and will additionally define that 28mm means "28mm to the eyes"
