I've just finished reading these rules and I have a fundamental question.

Is movement simultaneous? I mean, is this an IGO/UGO sequence, where one side runs through the sequence, then the other? Or do both sides run through the sequence at the same time?

If the latter, what's to stop the other player from reacting to your move other than the orders that units are supposed to operate under?

Agreed, simultaneous rules do require maturity, honesty and gentlemanly behavior, or order chits.

the sequence is as follows:

Declaration and Reaction Phase
Leaders attached to unit may change orders, or
units may change orders by Initiative.
Leaders attempt to leave unit (move in Movement Phase).
Leaders attempt to join unit (if in contact with).
Both sides declare charges and targets; check Attempt to Charge.
Targets declare reactions (Foot declare FC range) and take Morale Check.

Movement Phase
Move routing units (both sides).
Units in danger of being broken by friendly routers take Morale Check.
Move all pursuing and charging units (within 3" of targets), then others.

Fire Combat (FC) and Reaction Phase
Conduct FC (calculate casualties).
Units taking 20% casualties of remaining figures from FC, hit by artillery, do a Morale Test.
Charging check to see if they Charge Home (success = contact).

Reaction and Rally Phase
Morale Test (as required).
Attempt to Rally from Rout or Pursuit test (as required).
Attempt to Rally Lost Figures (for eligible units).


We did not like keeping an order sheet so made up some order chits to keep with the units.
