How to use my 15mm figures for one ruleset without gluing them down to a set base size?

I'm at wits end trying to find figures to use for the following. I would like them in 25/28mm and 1/72nd scale. I am able to convert but really don't want to do that much. Any ideas from you folks would be wonderful. Somtimes a fresh set of eyes and a new mind set is all thats needed.
Thank you.

Sorry, would like versions in mounted and un-mounted…

Check Copplestone castings "Back of Beyond" range. All sorts of mounted Mongols, Tibetans, Cossacks, etc.

Unfortunately none of them are carrying AK-47s.

I'm thinking you could convert some GW Rough Riders on horses for mounted ones in 28mm, and I suppose some modern 28mm ranges have mounted Afghans that might work.

I think you want these guys

Thing is, only one is mounted – but the Assault Group sells separate AKs, RPGs, etc, so you could buy a few packs and customize the Copplestone mounted figures
