I'm thinking it (the plow/scoop itself) could easily work to line the walls of a SF laboratory, tunnel or corridor (either 15mm or 28mm) . . . IF the height is right:

If the scoop side is decent, it might even work to provide a tunnel section a nice curvature.

What do you say?

Hmmm… they would indeed. The problem would be getting enough of them to make decent terrain and still be cost effective. I wonder what a good source would be?

For cost-effectiveness, I still think it comes down to its real size.

Would you say that their dimensions are something close to 30mm by 90mm? Or am I looking at this photo wrong?

I pulled one from my bits box. A quick measure shows it to be about 75mm long by 28mm high. (And about 17mm deep, though not much is due to the curve, but the assembly to attach the blade to the tank.)

I just noticed something . . .

Is there a size difference between a "Leman Russ Plow" and a "Chimera Plow"?

Nope. Well, as far as I know. I have one chimera, and ten or eleven Leman Russ, and I can't tell them apart. I suppose I could dig out all of them, but I'm pretty sure it is the same sprue in both kits – the parts certainly look the same. The same would apply to a Hellhound, since it is pretty much the same body as a Chimera, with some extra bells & whistles & flamethrowers on the top.

I think you might have to do some hacking on the back to get it to work okay, depending on how you are building things.

Part of the depth comes from the "c" in the crude ASCII art above. (Ignore the . – I wanted to get it spaced right) You might have to hack that off.

Actually, could that "C" protrusion, along with the bottom edge (with the teeth) help with attaching the entire plow piece to a wall backing and floor . . . if one wanted a round tunnel entrance?

Such as this cross-section – with the two parentheses being the plow scoop bits . . .

The Leman Russ and Chimera Dozer Blade are the same part. They both come with the same accessory sprue.
