You KNOW why the IAU, (International Astronomical Union) downgraded Pluto from 'PLANET' to 'DWARF Planet' was because they KNEW that when the New Horizons space probe passed the far side of it, (where we normally can't see), there would be a HUGE sign in some alien language that spells out,

"Do Not Feed the Monkeys!"

It would depend on what they hd to offer us vis a vis what we could offer them.
Humans are opportunists, whihc is no bad thing until someone makes it so.
There's no reason to assume any other intelligent species out there wouldn't be pretty much the same.

The Prime Directive was all part of Roddenberry's whole pie in the sky vision of the future.

It was a nice dramatic element to give Star Trek some sort of moral compass and to provide interesting plot obstacles, but not very realistic.

I wrote a short Star Wars story a few years back (an abortive attempt at a NanoWrimo entry) that involved a planet where part of the world belonged to the Republic and part didn't. I think we primarily have to blame Star Trek for the "monolithic alien planet-states" trope.
