Is "28mm" measured from bottom of feet to eyes or top of head?

Photographer 27mm sole if foot to top of bare head
Chinese Coolie 28mm sole of foot to top of hat
Drummerboy 25mm sole of foot to top of kepi

It appears Dixon has three sizes -- 25mm, large 25mm and 28mm.

I'm specifically interested in Dixon's "28mm" Yakuza -- 20th Century Japanese Gangsters: link

All bare heads, so I'm hoping 28mm is to top of head.
